f670eb4980 Correct declaration of variadic $args to mixed 
Declaring as array confuses static analyzers, specifically phan, which
throws PhanTypeMismatchArgument for every invocation of
Injectable::create(). Correcting this declaration in the doc block
prevents all those false positives.

Fix error when posix_getpwuid returns false 
The posix_getpwuid function can return false if it fails (see [docs](https://www.php.net/manual/en/function.posix-getpwuid.php#:~:text=The%20function%20returns%20false%20on%20failure.)).

NEW NullDatabase (#10016) 
* NEW DatabaselessKernel to support operation without DB

This is required for GraphQL code generation in CI (without a working runtime database/webserver environment).

* New --no-database option for sake

* Refactor to abstract class

6306d2ede3 More specific "database missing" error message 
It's misleading to imply that an .env doesn't exist when it's not what the actual check looks for.
It's also poor design to hardcode an unrelated error message in a "redirect to installer" function,
which only worked because this function was called from exactly one other place where this
error message was correct.

e89ae93ac9 FIX Harden hasMethod() against invalid values 
This method should typehint the incoming value once union types are
available, but for now this ensures that method_exists() is not called
on scalar values, which is unsupported in PHP 8.
