BUGFIX If a Group doesn't have any specific TRANSLATE_<locale> edit rights, but has general CMS access (CMS_ACCESS_CMSMain, CMS_ACCESS_LeftAndMain, ADMIN), then assign TRANSLATE_ALL permissions as a default.
