Ingo Schommer 25c4f92e5e DOCS Mark TEMP_PATH as constant rather than env

Picked up via fa3c5e6fea (r55508686).
We could probably make this an env var as well,
but I haven't investigated if anything prior to include(constants.php)
needs to write to temp.
