NEW NullDatabase (#10016) 
* NEW DatabaselessKernel to support operation without DB

This is required for GraphQL code generation in CI (without a working runtime database/webserver environment).

* New --no-database option for sake

* Refactor to abstract class

* Apply feedback peer review
