The original intention of this method was to be a rewrite
check by the installer, but it doesn't belong in
DatabaseAdmin, nor is it used by the installer anymore,
since the rewrite test is done by the installer directly.
The entire framework repo (with the exception of system-generated files) has been amended to respect the 120c line-length limit. This is in preparation for the enforcement of this rule with PHP_CodeSniffer.
