* Update SwiftMailer from v5 to v6

- Fixes #9834
- Update default Swift_Transport to use Swift_SendmailTransport
- Update version restraint for Swiftmailer
- Address new parameter type for Swift_Message::setDate()
- Update class references in docblocks

Add a test for external resource support 
`SimpleResourceURLGenerator` has been altered to allow absolute URLs to be loaded directly, as so is now also tested to ensure the added functionality is true to design.
