FIX: Relaxed parsedown requirement for PHP 7 support (#138)

FIX: Modernise travis build matrix
 - SS 3.6 works with PHP 7.1
 - PHP 5.3 testing is no longer feasible
* FIX: Drop use of precise.

Precise is deprecated, we shouldn’t use it. Instead we should drop php
